Critical Analysis of International Climate Finance Architecture for Renewable Energy in Nigeria: Equity and Effectiveness

Nigeria's access to international climate finance for renewable energy, channelled through multilateral funds, bilateral development finance institutions, and emerging voluntary carbon markets, has been characterised by persistent equity concerns and effectiveness debates that require rigorous critical analysis using development justice and international political economy frameworks. This study conducts a critical analysis of the international climate finance architecture for renewable energy in Nigeria, examining equity dimensions in finance allocation, conditionality structures, governance participation, and development co-benefit realisation, alongside effectiveness evidence on the actual renewable energy outcomes generated by climate-financed projects. A mixed-methods design combines systematic review of 78 climate-financed renewable energy projects in Nigeria drawing on project documents, evaluation reports, and financial flow data from the Climate Funds Update database and development finance institution annual reports, with 48 in-depth interviews with Nigerian policymakers, civil society actors, project developers, and international finance institution representatives. An original Critical Climate Finance Equity Framework is developed to structure the analysis, integrating distributive, procedural, recognition, and restorative justice dimensions. Findings reveal that over 60 percent of climate finance for Nigeria's renewable energy is delivered through project finance instruments that prioritise commercial return criteria over equity outcomes, systematically excluding the poorest and most energy-insecure communities. The study makes a theoretical contribution by articulating a Finance Justice Gap concept applicable to climate finance architecture in low-income countries.
