Project Monitoring and Evaluation Practices in Federal Government Funded Projects in Kano State, North West Nigeria

Inadequate monitoring and evaluation (M and E) of federally funded projects is a recognized contributor to poor project outcomes and public resource waste in Nigeria. This study examines project monitoring and evaluation practices in federal government funded projects in Kano State, North West Nigeria. A descriptive survey design will recruit 175 project officers, monitoring agents, and community beneficiaries from 15 ongoing and recently completed federal projects across infrastructure, health, and agriculture sectors. A structured questionnaire assessing M and E framework design, data collection frequency, feedback utilization, and accountability mechanisms will be administered. Data will be analyzed using descriptive statistics and chi-square tests. The study will examine whether projects with formalized M and E frameworks demonstrate better delivery outcomes compared to those relying on informal oversight. Evidence from federal monitoring agencies in North West Nigeria indicates widespread gaps in consistent M and E application, often attributed to funding delays and insufficient trained personnel. Findings will provide practical recommendations for the Kano State Project Monitoring Office, Budget Office, and relevant federal MDAs.
