An Assessment of Community Development Programmes and Poverty Reduction in Rural Communities in Benue State, North Central Nigeria

This study assesses the effectiveness of community development programmes in reducing poverty among rural households in Benue State, North Central Nigeria. Despite considerable government investment in community-based interventions over the past decade, poverty levels in rural Benue remain persistently high, raising questions about programme design, targeting, and implementation. The study is anchored in the participatory development theory and draws on recent literature (2019-2024) that interrogates the alignment between programme objectives and beneficiary needs. A descriptive survey research design is adopted, with a sample of 240 rural household heads selected through stratified random sampling across three local government areas. Data are collected using structured questionnaires and validated through expert review and a pilot study. Descriptive statistics including frequency counts, means, and standard deviations are employed to analyse the data. Findings are expected to reveal the extent to which programme activities address the multidimensional nature of rural poverty, including access to water, food security, and livelihood opportunities. The study contributes empirical data to ongoing policy debates on community-driven development in Nigeria and highlights lessons relevant to the North Central zone. Recommendations will focus on improving community participation, monitoring frameworks, and inter-agency coordination.
