Media Freedom and Democratic Governance in Lagos State: An Appraisal of Press-Government Relations (2019-2024)

This study appraises the state of media freedom and its implications for democratic governance in Lagos State between 2019 and 2024. Lagos State, as Nigeria's commercial capital and most populous state, hosts the largest concentration of media houses in the country, making it a critical site for examining the intersection of press freedom and governance accountability. Drawing on democratic theory and media systems literature from 2020 to 2024, the study adopts a descriptive research design. Data are collected from 210 journalists, media executives, civil society advocates, and government information officers through structured questionnaires and focused interviews. Descriptive statistics and content analysis of reported press freedom incidents are employed. The study expects to find a pattern of selective media harassment, regulatory weaponisation, and advertiser pressure used to suppress critical coverage of government activities in Lagos. It also assesses how digital media platforms and citizen journalism have altered the landscape of political reporting and public accountability. Findings will contribute to literature on press-state relations in federated democracies and will offer policy recommendations for strengthening legal protections for journalists, reforming broadcast regulatory agencies, and promoting editorial independence.
