Government Transparency and Anti-Corruption Initiatives in Edo State, South South Nigeria: An Appraisal

📖 ABSTRACT/OVERVIEW

This research appraises the effectiveness of government transparency measures and anti-corruption initiatives in Edo State, South South Nigeria. Edo State has been a focal point of anti-corruption policy debates, particularly given its challenges with political thuggery, contract inflation, and oil theft in communities bordering the Niger Delta corridor. Drawing on principal-agent theory and recent governance and anti-corruption literature from 2019 to 2024, the study adopts a descriptive survey design. Data are collected from 220 civil servants, legislators, civil society monitors, the media, and private sector actors across three senatorial districts in Edo State using structured questionnaires and semi-structured interviews. Descriptive statistics and content analysis are applied. The study expects to find that while Edo State has enacted freedom of information legislation and established an anti-corruption bureau, enforcement deficits, whistleblower protection gaps, and limited independent oversight capacity undermine their operational effectiveness. The role of the Economic and Financial Crimes Commission, the Independent Corrupt Practices and Other Related Offences Commission, and the State House of Assembly in anti-corruption governance is also examined. Findings will inform recommendations for strengthening procurement transparency, civil society monitoring capacity, and judicial independence as essential components of a durable anti-corruption architecture in Edo State.
