The European Union Election Observation Missions and Democratic Consolidation in Nigeria: The 2023 General Elections

This research investigates the role of European Union Election Observation Missions (EU-EOMs) in supporting democratic consolidation in Nigeria, with specific focus on the 2023 general elections. The EU has consistently deployed observation missions to Nigeria's federal elections since 1999, and the 2023 elections attracted one of the largest international observer presences in Nigerian electoral history. Despite widespread documentation of irregularities, the interplay between EU recommendations and Nigeria's domestic electoral reform processes remains insufficiently examined at the undergraduate level. This descriptive study analyses the EU-EOM final report on the 2023 elections alongside reports from the Independent National Electoral Commission (INEC), civil society groups, and Nigerian media coverage between February and November 2023. The research assesses how EU observer findings were received by key Nigerian stakeholders including political parties, civil society organisations, and the judiciary. The study also examines whether previous EU-EOM recommendations have been incorporated into electoral law reforms through the 2022 Electoral Act. Findings are discussed in relation to broader scholarly debates about the effectiveness of international election observation in consolidating democracy in sub-Saharan Africa. The research is geographically broad, drawing on observations across states in all six geopolitical zones of Nigeria.
