The Impact of European Union Climate Finance on Renewable Energy Development in Sokoto State

This research examines the role of European Union climate finance instruments, including the EU-Africa Green Energy Initiative and EIB lending, in promoting renewable energy development in Sokoto State, North-West Nigeria. Sokoto is among Nigeria's states with the highest solar irradiation levels, presenting significant potential for solar-powered electricity generation to address chronic energy poverty in a predominantly rural population. Despite this potential, renewable energy deployment in Sokoto remains limited relative to the resource endowment. This descriptive study draws on EU climate finance programme documentation, Nigerian Rural Electrification Agency (REA) project records, and secondary literature on African renewable energy transition published between 2020 and 2024. Interviews with community solar project managers, state ministry officials, and civil society energy advocates in Sokoto provide primary data. The study assesses how EU climate finance has been deployed in Sokoto, the degree to which project designs incorporate community participation and local employment, and the barriers that have constrained the scale-up of EU-supported renewable energy projects. The research also considers gender dimensions of energy access, examining whether EU-funded solar projects have specifically targeted the energy needs of women in rural Sokoto communities.
