Scandinavian Development Aid and Women Empowerment Programmes in Kebbi State

This study examines the contribution of Scandinavian development agencies, particularly Norway's Norad and Sweden's Sida, to women empowerment programmes in Kebbi State, North-West Nigeria. Kebbi State records some of Nigeria's most pronounced gender inequality indicators, including high rates of early marriage, low female school enrolment, and limited women's economic participation. Scandinavian donors have a well-established reputation for prioritising gender equality in their international development programming. This descriptive research draws on Norad and Sida programme documentation, Kebbi State Ministry of Women Affairs reports, and secondary literature on gender development in North-West Nigeria published between 2020 and 2024. Interviews with programme beneficiaries, implementing NGO staff, and state government officials in Birnin Kebbi provide primary data. The study examines how Scandinavian-funded women empowerment programmes have been designed to address Kebbi's specific gender equity challenges, what implementation strategies have been employed, and what outcomes have been achieved in areas such as girls' education, economic empowerment, and reduction of gender-based violence. The research also examines tensions between Scandinavian donor gender norms and local cultural and religious practices, and how programme designers have navigated these tensions.
