Industrial gas utilisation is a cornerstone of Nigeria's aspiration to maximise domestic value from its natural gas endowment. This study analyses gas utilisation rates and consumption patterns in the industrial clusters of Ogun State, specifically within the Sagamu, Ota, and Agbara industrial zones. The research employs a descriptive survey design, collecting gas consumption data from manufacturing firms in the ceramics, food processing, glass, and chemicals sectors through structured questionnaires and utility billing record analysis. The study maps the existing gas pipeline infrastructure serving the clusters, identifies unserved industrial premises, and examines the correlation between gas access and industrial output growth over the period 2020 to 2024. Key barriers to gas utilisation identified in the study include high connection charges, inadequate pipeline pressure at industrial meter points, lengthy approval processes for new connections, and the preference of some industries for diesel co-generation as a reliability hedge. The study further evaluates the gas conservation practices adopted by high-consumption industries and the extent of waste heat recovery deployments. Findings indicate that despite the proximity of Ogun State industrial zones to the ELPS, average industrial gas utilisation capacity is only 62 percent of installed burner capacity, suggesting significant untapped potential. Recommendations include reduction of network connection charges, establishment of industrial gas efficiency incentive schemes, and accelerated pipeline extensions to unserved zones.
