The Effect of Pension Reforms on Employee Retirement Planning in the Kebbi State Public Service

This study evaluates the effect of Nigeria's Contributory Pension Scheme on employee retirement planning behaviour in the Kebbi State public service, North West Nigeria. Since the enactment of the Pension Reform Act, the transition from defined benefit to contributory pension arrangements has reshaped retirement security expectations among Nigerian civil servants, yet its effectiveness in states like Kebbi remains inadequately documented. A survey design was employed, and data were gathered from 135 civil servants across five ministries using structured questionnaires and document analysis. Life Cycle Theory and Behavioral Finance Theory underpin the conceptual framework, alongside recent literature on public sector pension administration in sub-Saharan Africa. Findings reveal that awareness of contributory pension provisions and consistent remittance of employer and employee contributions are the most significant predictors of positive retirement planning behaviour among respondents. However, the study identifies alarming levels of pension literacy gaps, with many junior civil servants unable to accurately describe their accrued benefits or calculate expected retirement income. Chronic delays in remittances and suspicions of fund mismanagement further erode trust in the scheme and discourage voluntary additional savings. Recommendations include mandatory pension literacy workshops for new entrants, regular benefit statements from the Pension Fund Administrator, and legislative review to strengthen enforcement against defaulting employers. This study offers practical insights for the National Pension Commission, state pension boards, and civil service reform advocates in Nigeria's Northwest region.
