The Impact of Governance Reforms in Nigerian Ports on Trade Facilitation and Logistics Performance

This study empirically examines the impact of governance reforms implemented in Nigerian seaports, particularly the 2006 port concessioning exercise and subsequent regulatory modernisation, on trade facilitation outcomes and national logistics performance. Port governance quality is a critical determinant of logistics efficiency, and Nigeria's port reform agenda has sought to reduce cargo dwell times, eliminate multiple governmental inspections, and attract private terminal operators with capital and management expertise. The research employs a mixed-methods design combining longitudinal quantitative analysis of cargo dwell time, throughput volumes, port call data, and World Bank Logistics Performance Index scores across assessment periods with qualitative interviews from 25 port logistics chain actors including terminal operators, freight forwarders, customs agents, and shipping line representatives. Difference-in-differences analysis and trend decomposition are applied to the quantitative data. The theoretical framework draws on new public management theory, the principal-agent theory of infrastructure concessions, and the trade facilitation literature. The study also assesses the effectiveness of the Port Community System and single window initiatives in reducing information transaction costs in port operations. Findings are expected to reveal that while concessioning improved throughput capacity and physical infrastructure, non-physical barriers including multiple agency inspections, informal payments, and documentation complexity have persisted, limiting gains in dwell time reduction. Recommendations include empowering a single coordinating authority for port entry and exit inspections and accelerating adoption of risk-based scanning systems.
