International Joint Ventures, Knowledge Transfer, and Local Firm Capability Development in Nigeria’s Oil and Gas Services Sector

This study investigates the role of international joint ventures between Nigerian and foreign firms in the oil and gas services sector as mechanisms for knowledge transfer and local firm capability development, examining whether joint venture participation produces measurable improvements in technical capacity, management competence, and innovation capability among Nigerian partner firms. The Nigerian Oil and Gas Industry Content Development Act mandates increasing local content participation in the upstream sector, and joint ventures with international oilfield service companies are a primary modality through which Nigerian firms are expected to develop the capabilities required for greater local content implementation. The research employs a mixed-methods design combining a survey of 60 Nigerian oil and gas service firm managers with joint venture experience and 20 qualitative interviews with technology and operations directors exploring capability development dynamics in specific joint venture contexts. The theoretical framework draws on the organisational learning theory, the absorptive capacity model, and the knowledge transfer literature in international business. The study examines the knowledge transfer channels operative within joint ventures, including personnel rotation, training programmes, process documentation, and collaborative project execution, and measures their contribution to human capital development, process technology adoption, and new service offering capabilities. Findings are expected to reveal that knowledge transfer effectiveness is strongly conditioned by the governance structure of the joint venture, particularly the Nigerian partner's control over technical functions and staffing decisions. Recommendations are directed at the Nigerian Content Development and Monitoring Board on designing joint venture governance standards that maximise knowledge transfer obligations.
