Institutional Hybridity and Local Governance Effectiveness in Northern Nigeria: Theorizing the Interaction of Islamic, Customary, and Statutory Governance Systems

This dissertation theorizes the dynamics of institutional hybridity in local governance across Northern Nigeria, examining how Islamic governance norms, customary Hausa-Fulani institutional structures, and statutory local government systems interact, compete, and occasionally complement one another in shaping governance effectiveness and development outcomes across the North West and North East geopolitical zones. Northern Nigeria presents one of the world's most analytically rich cases of legal and institutional pluralism, where Sharia law systems, Emirate authority structures, and federal constitutional local government institutions coexist with varying degrees of tension and cooperation that existing monocultural governance theories cannot adequately explain. Employing Legal Pluralism Theory, Hybrid Political Order Theory, and the Institutional Complementarity Framework, this dissertation conducts an extended comparative case study across sixteen local government areas in Kano, Sokoto, Zamfara, and Borno States, gathering data from 80 elite interviews with Emirs, Sharia court administrators, local government chairmen, civil society actors, and Islamic scholars, supplemented by ethnographic field observation and archival analysis of Emirate council records. The dissertation makes an original theoretical contribution by introducing the Governance Hybridity Effectiveness Model, which maps the conditions under which plural institutional systems produce synergistic governance outcomes versus destructive institutional competition. Findings are expected to demonstrate that governance hybridity is not inherently a governance deficit but becomes dysfunctional when formal statutory institutions attempt to override rather than negotiate with hybrid governance logics.
