Towards a Theory of Local Government Institutional Resilience in Fragile States: Evidence from Nigeria’s Conflict-Affected Regions

This dissertation develops an original theory of local government institutional resilience by examining how some local government institutions maintain functional governance and development delivery capacity under the extreme stress of armed conflict, forced displacement, and state fragility in Nigeria's conflict-affected regions, particularly the Northeast and parts of the North West. While the fragile states literature extensively documents governance collapse under conflict, it insufficiently theorizes the conditions under which sub-national institutions, specifically local government councils, exhibit resilience and maintain developmental functionality in the face of violent disruption. Employing Institutional Resilience Theory, Complex Adaptive Systems Framework, and the Fragile States Governance Model, this study applies a comparative case study design across sixteen local government areas in Borno, Yobe, Zamfara, and Katsina States, identifying a purposive sample of resilient versus collapsed local government institutions through expert panel scoring. Primary data is gathered from 90 key informants including surviving local government officials, security sector actors, humanitarian agency heads, community leaders, and Nigerian governance scholars. Secondary data includes OCHA fragility assessments, UNDP local governance resilience reports, and comparative literature from Afghanistan, Mali, and Somalia on sub-national governance in conflict zones. The dissertation introduces the Local Government Resilience Capability Framework as its primary theoretical contribution, identifying adaptive leadership, community embeddedness, resource diversification, and inter-institutional network density as the four core resilience capabilities. Findings are expected to generate original propositions about the governance conditions enabling institutional survival under fragility.
