Digital Technologies, Participatory Governance, and the Deepening of Local Democracy in Nigeria: A Critical Assessment

This dissertation critically assesses whether and under what conditions the adoption of digital technologies in Nigerian local government genuinely deepens democratic participation and local governance accountability, or whether digitalization primarily serves to modernize existing exclusionary governance structures without transforming underlying power relations. The proliferation of civic technology platforms, e-government portals, digital complaint systems, and social media governance tools in Nigerian local government has generated optimistic claims about democratization potential, yet critical digital governance scholarship raises concerns about the digital divide, elite appropriation of technology platforms, surveillance risks, and the substitution of symbolic digital engagement for substantive democratic participation. Employing Critical Theory, Digital Democracy Theory, and the Deliberative Democracy Framework, this dissertation conducts a multi-site critical ethnographic study across fourteen local government areas in Lagos, Kano, Plateau, and Cross River States, gathering data from 110 community participants, local government digital officers, civil society technology advocates, and marginalized community members including women, persons with disabilities, and rural inhabitants with limited digital access. Digital platform content analysis, participatory action research with excluded groups, and discourse analysis of digital governance policy documents are combined as methodological tools. Secondary data includes comparative digital democracy assessments from Kenya, India, and Brazil and Nigerian civil society reports on digital governance. The dissertation's original contribution is the Critical Digital Local Democracy Framework, distinguishing emancipatory from domesticating digitalization trajectories in local governance.
