Government Procurement Regulations and Supply Chain Compliance Among Federal Contractors in Bauchi State, North East Nigeria

This study examines how government procurement regulations influence supply chain compliance among contractors executing federal projects in Bauchi State, North East Nigeria. The Bureau of Public Procurement Act and the Nigerian Public Procurement Act establish legal standards for contractor selection, contract management, and supply chain documentation. However, compliance levels among contractors in North East Nigeria, a region historically characterised by infrastructure deficits and governance challenges, remain inconsistently studied. Using a descriptive survey design, structured questionnaires were administered to 80 registered federal contractors, compliance officers, and project supervisors operating in Bauchi State. The study assesses awareness levels of procurement regulations, frequency of compliance documentation, and barriers to full regulatory adherence across supply chain stages. Supply chain compliance is measured through contract documentation completeness, subcontractor vetting records, and material certification rates. Descriptive statistics and chi-square tests are used for analysis. The study draws on public procurement and supply chain governance literature relevant to Nigerian federal contracting. Findings are expected to reveal moderate compliance levels constrained by bureaucratic documentation burdens and limited regulatory enforcement presence in the North East. Recommendations address the Bureau of Public Procurement, state-level compliance monitoring units, and contractor associations on simplifying compliance mechanisms and increasing awareness training for federal project supply chains in Bauchi State.
