Port Governance Reform, Private Sector Participation, and Logistics Ecosystem Development: A Longitudinal Comparative Study of Nigerian and Ghanaian Ports

This dissertation conducts a longitudinal comparative study of port governance reform, private sector participation, and logistics ecosystem development across Nigeria's Apapa, Tin Can Island, and Onne Ports and Ghana's Tema and Takoradi Ports. Both countries initiated port governance reforms and private terminal concession programmes in the early 2000s, but have diverged significantly in logistics ecosystem development outcomes. Nigeria's ports continue to rank poorly on global logistics performance indices while Ghana's port-centric logistics ecosystem has developed more cohesively, providing a theoretically productive comparative case. Drawing on governance reform theory, port authority evolution models, and logistics ecosystem development frameworks, the dissertation develops an original Port Governance-Ecosystem Development Model proposing that reform coherence, private sector alignment, and inter-agency coordination quality are the primary determinants of logistics ecosystem development outcomes from port reform. A longitudinal comparative design spanning 20 years of reform data combines quantitative analysis of port performance, trade facilitation, and private investment indicators with qualitative analysis of reform documents, policy narratives, and 50 elite interviews with port authority executives, terminal operators, freight associations, and government officials in both countries. Qualitative comparative analysis, panel regression, and process tracing are applied. The dissertation introduces the concept of port reform coherence depth as an original theoretical construct and generates an original Port Governance-Ecosystem Development typology. Original contributions include the validated reform model, the typology, longitudinal empirical evidence spanning two decades, and a reform sequencing framework for port-led logistics ecosystem development in West Africa.
