An Original Examination of the Role of Chinese Investment in Transforming Nigeria’s Solid Minerals Sector: Institutional, Environmental, and Local Content Dimensions

Chinese investment in Nigeria's solid minerals sector has grown substantially since 2010, reshaping capital flows, technology transfer patterns, and regulatory dynamics in ways that have attracted both enthusiastic policy support and sustained civil society critique. This dissertation presents an original examination of the transformative effects of Chinese mining investment in Nigeria across institutional, environmental performance, and local content dimensions. A comparative case study methodology is employed, examining eight Chinese-invested mining operations in Ogun, Plateau, Cross River, and Zamfara states alongside matched case studies of non-Chinese operations in comparable subsectors. Fieldwork encompassing 14 months of site visits, 94 in-depth interviews with workers, managers, regulators, community representatives, and diplomatic officials, and systematic environmental and social performance auditing was conducted. Statistical analysis of regulatory compliance records and employment data supplemented qualitative findings. Original findings challenge both uniformly critical and uniformly positive characterisations of Chinese mining investment in Nigeria. Chinese-invested operations show significantly higher capital investment rates and technology upgrading than domestic comparators but exhibit lower local management employment ratios and weaker environmental compliance rates. Diplomatic leverage by Chinese entities on Nigerian regulatory agencies is documented but shown to be variable and context-dependent. The dissertation contributes a nuanced original analysis to the Chinese investment in Africa literature and proposes specific local content and environmental compliance requirements applicable to foreign mining investors in Nigeria.
