Constituency development funds and projects have become an important channel for directing public expenditure to grassroots communities, yet their effectiveness is often contingent on the degree of community participation in project identification, implementation, and monitoring. This study investigates the relationship between community participation and the effectiveness of constituency development projects in Nsukka Local Government Area of Enugu State. The study is anchored on Participatory Development Theory, which holds that sustainable development outcomes require the active involvement of beneficiary communities at all project cycle stages. A survey research design was adopted. The target population included community leaders, residents of project-benefiting areas, and staff of the Nsukka LGA Development Centre, from which 260 respondents were selected through purposive and systematic random sampling. A structured questionnaire was the primary data collection instrument, and data were analysed using regression analysis and frequency distributions. Findings indicate that projects in which communities participated in needs identification recorded higher completion rates and greater utilisation. Conversely, top-down projects without community input were frequently abandoned or under-utilised. The study concludes that the exclusion of beneficiary communities from project cycles significantly diminishes development outcomes in Nsukka LGA. It is recommended that constituency offices and LGA administrations adopt formal community needs assessment processes before project approval and establish resident-led monitoring committees for all constituency development interventions.
