Pension administration is a fundamental dimension of public sector human resource management, directly affecting the welfare and dignity of retired civil servants who have devoted their productive years to public service. This study examines the state of pension administration and its implications for the welfare of retired civil servants in Enugu State, focusing on timeliness of payment, adequacy of pension benefits, and administrative transparency. The study is anchored on Social Security Theory, which holds that the state has a duty to guarantee minimum welfare standards for citizens, including those who have rendered public service, as a form of deferred compensation and social contract fulfilment. A survey research design was adopted. The study population included retired Enugu State civil servants, Pension Board officials, and representatives of retiree associations, from which 230 respondents were sampled through purposive and systematic random sampling. Questionnaires and structured interviews were used for data collection, and responses were analysed using descriptive statistics and chi-square tests. Findings reveal widespread delay in pension payments, pension verification challenges, and significant welfare hardship among retirees. Fraudulent pension claims and administrative bottlenecks in the verification process were identified as systemic constraints. The study concludes that Enugu State's pension system requires comprehensive reform to fulfil its welfare obligation to retirees. It is recommended that the state government fully automate the pension payroll, adopt biometric verification, and implement a pensioner welfare grant scheme for retirees below a defined income threshold.
