Governance Structures and Educational Development in Ebonyi State Secondary Schools

Effective governance structures in secondary education are critical for ensuring accountability, resource mobilisation, and the delivery of quality learning outcomes. This study examines how governance structures, including school-based management committees, the Ebonyi State Secondary Education Board, and local government education departments, influence educational development in public secondary schools in Ebonyi State. The study is grounded in Institutional Theory, which holds that the formal and informal rules, norms, and procedures embedded in governance structures shape organisational behaviour and performance outcomes. A descriptive survey research design was adopted. The population included school principals, teachers, school-based management committee members, and State Secondary Education Board officials, from which 270 respondents were selected using stratified random sampling across three local government areas. Structured questionnaires were used to collect data, which were analysed using chi-square tests and descriptive statistics. Findings indicate that schools with active and empowered management committees recorded better maintenance of facilities and higher parental engagement. However, political interference in teacher postings and weak regulatory oversight by the State Board undermine governance quality in many schools. The study concludes that governance deficits are a significant constraint on secondary education development in Ebonyi State. It is recommended that the state government enforce the establishment of functioning school governance committees, depoliticise teacher deployment, and strengthen the regulatory and monitoring role of the Secondary Education Board.
