Rapid urbanisation in Abakaliki, the Ebonyi State capital, has generated significant environmental pressures including deforestation, pollution, and unsustainable land use, making environmental policy compliance a critical governance concern. This study examines the level of compliance with environmental policies and regulations among industries, construction firms, and residents in Abakaliki Urban Area, and assesses its implications for sustainable urban development. The study is grounded in Sustainable Development Theory, which holds that economic growth must be balanced with environmental stewardship and social equity to meet the needs of present and future generations. A descriptive survey research design was adopted. The population included staff of the Ebonyi State Environmental Protection Agency, business operators, construction company representatives, and urban residents, from which 240 respondents were selected through stratified random and purposive sampling. Data were gathered using structured questionnaires and analysed using regression analysis and descriptive statistics. Findings indicate that compliance with environmental impact assessment requirements, waste disposal regulations, and noise pollution standards is inconsistent, driven largely by weak enforcement capacity and limited awareness of legal obligations. Quarrying activities around Abakaliki's limestone deposits were identified as particularly non-compliant. The study concludes that environmental governance requires strengthened regulatory capacity and sustained awareness campaigns. It is recommended that the state government increase enforcement budgets for the Environmental Protection Agency and introduce mandatory environmental compliance training for industrial operators and property developers.
