Professional Design of a Biomedical Equipment Technology Management Programme for State Secondary Health Systems in the South South Zone

State secondary health systems in the South South zone manage large portfolios of medical equipment across dozens of general hospitals, but the absence of structured equipment technology management programmes results in high equipment downtime rates, inefficient maintenance expenditure, and preventable patient safety incidents. This study professionally designs a biomedical equipment technology management programme for state secondary health systems in the South South zone, using a design process grounded in needs assessment at general hospitals in Rivers, Delta, and Bayelsa states. Needs assessment combined equipment inventory audits at fifteen general hospitals, structured interviews with state health ministry planners and hospital administrators, and systematic review of existing maintenance records to quantify current performance. Equipment inventory analysis identified a combined equipment base of over four thousand devices across the fifteen hospitals, with an estimated forty percent in non-operational status at any given time. The designed programme specifies a four-component structure: an equipment inventory and life cycle management system, a tiered maintenance service provision network with zone-based biomedical technologist deployment, a state-level medical equipment spare parts distribution centre, and a performance monitoring dashboard tracking key equipment management indicators. Programme staffing requirements, organizational structure, budget implications, and phased implementation schedule are fully specified. Financial modelling demonstrates a five-year return on investment through maintenance cost efficiency and equipment downtime reduction. The programme was reviewed and endorsed by State Ministry of Health technical advisors in all three states.
