Assessment of the Condition of Heritage Buildings in Calabar Municipality, Cross River State

Calabar Municipality in Cross River State, South South Nigeria, possesses one of Nigeria's richest concentrations of colonial-era and pre-independence heritage buildings, yet their physical condition and conservation status remain poorly documented. This study assessed the physical condition and conservation status of 30 identified heritage buildings in Calabar Municipality, including colonial-era administrative buildings, residential compounds, and religious structures. Physical condition surveys rated 15 building elements per structure on a 1 to 5 scale (excellent to critically poor). Heritage significance was ranked using established criteria of architectural, historical, and social value. Heritage designation status and current use were recorded. Results showed that 47% of assessed heritage buildings were in poor to critical condition, requiring urgent intervention. Roof deterioration was the most common critical defect (present in 63% of buildings). Foundation movement and wall cracking affected 47% of buildings. Original timber elements had been replaced with incompatible materials in 58% of buildings, compromising heritage authenticity. Only 8 of 30 buildings had any form of formal heritage designation or legal protection. 60% of buildings were in active use, which positively correlated with better maintenance condition. The study recommends urgent development of a Calabar Heritage Conservation Plan under the Cross River State Ministry of Culture and Tourism, with legal protection for all assessed buildings of high heritage significance.
