Evaluation of Contractor Performance Management Systems in Nigerian Oil and Gas Construction Projects

Construction projects in the Nigerian oil and gas sector involve high values, complex technical requirements, and significant safety risks, and the evaluation of contractor performance management systems used by operators provides important insights for industry practice improvement. This study evaluated the contractor performance management systems of 8 international oil companies and 12 indigenous contractors operating in the Niger Delta's South South zone, covering Rivers, Delta, and Bayelsa States. Data were collected through structured interviews with 60 project management professionals and review of contractor performance management frameworks, key performance indicator (KPI) documentation, and performance review records. Performance management effectiveness was assessed against ISO 9001:2015 and the International Association of Oil and Gas Producers industry guidance on contractor management. Results showed that international oil companies had significantly more comprehensive performance management frameworks than indigenous contractors (mean assessment score: 74 vs. 41 out of 100). Safety performance KPIs were consistently applied by all 8 international oil company respondents, but only 4 of 12 indigenous contractors had formal safety KPI systems. Cost and schedule performance reporting was inconsistent across both categories. Only 3 of 20 organisations used quantitative predictive performance analytics. Competency assessment of contractor workforce was practised by 7 of 8 international oil companies but only 2 of 12 indigenous contractors. The study recommends harmonised contractor performance management standards for the Nigerian oil and gas construction sector under the Nigerian Content Development and Monitoring Board.
