Professional Evaluation of Construction Industry Development Initiatives in Nigeria (2019 to 2023)

The Nigerian construction industry has been the subject of several government and industry-led development initiatives since 2019, and professional evaluation of their design, implementation, and outcomes provides evidence for more effective future intervention. This study evaluated five major construction industry development initiatives: the National Building Code Review Programme, the Construction Industry Development Council Bill, the Nigerian Content in Construction Policy, the Infrastructure Concession Regulatory Commission's construction pipeline programme, and the Renewed Hope Housing Initiative. Evaluation used a programme theory and results framework methodology, combining document review of programme documentation, implementation reports, and impact data with structured interviews with 50 industry stakeholders including federal officials, industry association leaders, and construction professionals. Results showed that programme design was generally adequate but implementation was consistently weaker than design, primarily due to insufficient funding, inadequate implementation capacity, and poor interagency coordination. The Nigerian Content in Construction Policy showed the strongest documented outcomes, with a 14% increase in local content value in surveyed projects. The National Building Code Review remained incomplete after 4 years. The study concludes that Nigerian construction industry development initiatives are constrained by systemic implementation failures rather than policy design weaknesses, and recommends a standing Construction Industry Development Task Force with dedicated implementation budget and quarterly ministerial accountability reporting.
