Ethical Leadership and Accountability in Nigerian Church-Based Non-Governmental Organisations

Church-based non-governmental organisations in Nigeria manage significant donor funds and community development programmes, yet governance and accountability standards in many such organisations fall below expectations of their Christian ethical identity. This study develops an ethical leadership and accountability framework for Nigerian church-based NGOs, drawing on non-profit governance principles, Christian ethics, and Nigerian regulatory requirements. A professional standards development design was adopted, combining an assessment survey of governance practices in twenty church-based NGOs from six geopolitical zones with interviews with fifteen NGO directors, eight donor agency representatives, and five regulatory compliance officers. Review of the Corporate Affairs Commission requirements for incorporated trustees and SCUML compliance obligations provided the regulatory context. Findings reveal that 55 percent of assessed church-based NGOs lack documented governance policies. Conflict of interest between church leadership and NGO board composition is identified in 40 percent of cases. Beneficiary participation in programme design is minimal. The proposed framework addresses six accountability dimensions: board governance and independence, financial management and audit, programme integrity, beneficiary rights, employee and volunteer welfare, and regulatory compliance. Each dimension includes minimum standards and a self-assessment tool. Expert validation confirmed the framework's practical utility. The study recommends that all church-based NGOs in Nigeria adopt this framework as a baseline governance standard, with the Nigerian Christian Development and Relief Agency (NCDRA) facilitating training and certification.
