Building Intercultural Competence Through Classical Studies: A Professional Framework for Nigerian Diplomats

Classical education has historically formed a foundation for diplomatic training in Western contexts, and its potential role in building the intercultural competence of Nigerian diplomats, who operate across diverse global cultural environments, merits professional examination. This study develops a professional intercultural competence framework for Nigerian diplomats grounded in classical education, with specific application to the Nigerian Institute of International Affairs and the Ministry of Foreign Affairs. A professional framework development methodology was adopted, drawing on classical pedagogical theory (the Ciceronian model of the educated statesman-orator) alongside professional competency frameworks from the UK Diplomatic Academy, the European External Action Service, and the Nigerian Foreign Service. Consultations with 20 active Nigerian diplomats, five foreign service trainers, and eight classical scholars informed the framework design. Findings indicate that classical education's grounding in rhetorical persuasion, historical reasoning, and cross-cultural textual engagement maps precisely onto the core competencies of diplomatic practice. Nigerian diplomats with classical educational backgrounds report significantly higher confidence in cross-cultural philosophical dialogue with counterparts from Mediterranean, European, and Gulf states. The proposed framework structures classical intercultural training around five competency domains: classical rhetorical practice, ancient diplomatic case studies, cross-cultural value comparison, classical argumentation and debate, and heritage literacy. The Nigerian Institute of International Affairs is recommended as the implementation authority.
