Evaluation of the Challenges of Cooperative Supervision and Regulation in Zamfara State

Effective government supervision and regulation are essential for maintaining the integrity of cooperative societies, yet the regulatory capacity of state cooperative departments in northern Nigeria is frequently limited by staffing, funding, and geographical constraints. This study evaluated the challenges of cooperative supervision and regulation in Zamfara State, North West Nigeria. A descriptive qualitative study was conducted, involving semi-structured interviews with twelve cooperative registration and supervision officers, document analysis of state cooperative inspection reports, and structured questionnaires administered to forty cooperative leaders regarding their experiences with regulatory interaction. Thematic analysis was applied to qualitative data, while frequency distributions described questionnaire results. Findings revealed a ratio of one cooperative officer to 312 registered cooperatives, making routine inspection impossible. Regulatory visits to individual cooperatives occurred less than once every three years for 78 percent of registered societies. Inadequate office equipment, limited transport, and irregular salary payments were cited by all interviewed officers as operational constraints. Cooperative leaders described regulatory visits as infrequent and focused on registration renewal rather than substantive governance review. Deregistration for non-compliance was applied in fewer than 2 percent of eligible cases. The study concludes that cooperative regulation in Zamfara State is critically underresourced. Recommendations include increased state budget allocation for cooperative regulation, inter-state supervisory cooperation with the Federal Cooperative College, and risk-based inspection targeting.
