Examining the Research Gap in Cooperative Sector Performance Measurement in Nigeria

Despite the recognised importance of the cooperative sector to Nigeria's agricultural economy, social protection system, and financial inclusion agenda, the absence of a standardised national cooperative performance measurement framework constitutes a critical research and policy gap. This study examined this gap by systematically reviewing and critiquing existing cooperative performance measurement approaches applicable to the Nigerian context. A systematic literature review and critical gap analysis methodology was employed, searching six academic databases for publications on cooperative performance measurement in Nigeria and comparable sub-Saharan African contexts from 2015 to 2024. Forty-three eligible publications were identified, reviewed, and critiqued using a structured assessment framework covering measurement dimensions covered, methodological rigour, data source quality, and policy applicability. Results revealed that existing Nigerian cooperative performance studies predominantly focus on single-sector or single-state analyses, lack consistent operational definitions of performance, and rarely incorporate longitudinal data. Financial performance is over-represented relative to social and governance performance dimensions. No national benchmark data exists against which individual cooperative performance can be compared. Only six of forty-three studies employed multivariate statistical methods, with the majority relying on descriptive statistics alone. The study identifies seven critical measurement gaps and proposes a conceptual framework for a National Cooperative Performance Assessment System encompassing financial health, social impact, governance quality, and member welfare dimensions. This framework constitutes an original contribution to cooperative performance measurement theory applicable to the Nigerian regulatory and institutional context.
