Developing a Professional Standards Framework for Nigerian Visual Art Conservation and Restoration

Visual art conservation and restoration is a specialised professional domain that is both critically important for the preservation of Nigeria's art heritage and severely underdeveloped as an organised profession in the country, and the development of professional standards represents an urgent priority for the sector. This study developed a professional standards framework for visual art conservation and restoration in Nigeria. A professional standards development methodology was employed, drawing on an audit of conservation practices at the National Gallery of Art, National Museum Lagos, and five state museums, structured interviews with twelve conservators, three museum curators, and four international conservation specialists with Nigeria experience, and comparative review of conservation standards from ICOM, the American Institute for Conservation, and the E.C.C.O. European standards. The audit revealed the absence of climate-controlled storage at 80 percent of assessed museums, systematic preventive conservation programmes at only two of eight assessed institutions, and a severe national shortage of professionally trained conservators (fewer than 30 identifiable across all Nigerian institutions). The framework developed specifies professional competency standards for conservators, preventive conservation minimum standards for collecting institutions, ethics of conservation intervention, documentation and record-keeping requirements, and a professional registration and continuing education system. A proposed Nigerian Institute of Conservation is outlined as the governance body. Expert review by nine conservation and museum management specialists confirmed the framework's international alignment. The study recommends NCAC commissioning implementation as a national heritage protection priority.
