Professional Design of a National Public Art Programme for Nigerian Federal Infrastructure Projects

Public art integrated into federal infrastructure projects can transform utilitarian spaces into sites of cultural expression, community pride, and artistic development, and a professionally designed national programme would bring consistency, artistic quality, and economic benefit to Nigerian public art commissioning. This study designed a National Public Art Programme framework for integration with Nigerian federal infrastructure development. A professional programme design methodology was employed, drawing on an audit of existing public art on federal infrastructure in Abuja, Lagos, and Port Harcourt, structured consultations with 20 stakeholders including visual artists, architects, federal Ministry of Works officials, and arts administrators, and comparative review of national public art programmes from the United States (General Services Administration Art in Architecture), the United Kingdom (Arts Council Public Art), and Australia (Visual Arts Board Public Commissions). The audit revealed that while several major infrastructure projects incorporate sculpture and murals, these are procured without systematic aesthetic criteria, artist development objectives, or community engagement frameworks. Less than 5 percent of assessed public commissions had been awarded through open competitive processes. The framework developed specifies a percent-for-art budget mandate (one percent of federal infrastructure project budgets allocated to public art), open commissioning procedures, artist eligibility criteria, community consultation requirements, conservation maintenance obligations, and a documentation and education programme. Expert review by seven public art and arts administration specialists confirmed the framework's international alignment and Nigerian feasibility. The study recommends NCAC and the Federal Ministry of Works jointly implement a pilot programme on five selected infrastructure projects nationally.
