Designing an E-Assessment System for Continuous Assessment in Nigerian Public Secondary Schools

E-assessment systems can streamline continuous assessment administration, improve data quality, and provide actionable learning analytics, and designing an affordable, context-appropriate system for Nigerian public secondary schools addresses both efficiency and curriculum quality assurance needs. This study designed an e-assessment system for continuous assessment management in public secondary schools, with reference contexts from Lagos, Kano, and Enugu States representing the South West, North West, and South East zones. A professional system design methodology was applied, drawing on review of existing school management software, structured consultations with 15 assessment specialists, 12 ICT specialists, and 10 secondary school head teachers, and user experience testing of three prototype interfaces with 30 teachers and 60 students. The designed system covers five assessment functions: question bank management by subject and topic, computer-aided test administration, instant grading and performance analytics, parent-notification messaging, and end-of-term report generation. Offline functionality using local server architecture is specified for schools without reliable internet, with synchronisation when connectivity is available. Compatibility with low-specification Android tablets and Chromebooks is confirmed. Expert review by eight assessment and ICT specialists confirmed the system's technical adequacy. The study recommends the system be piloted in 30 schools across the three states with a 12-month evaluation examining assessment administration time, data quality, and teacher usability ratings before potential scaled deployment.
