📖 ABSTRACT/OVERVIEW
This study investigates the influence of educational policy on access to technical and vocational education in Niger State, North Central Nigeria. Technical and vocational education is recognised in Nigeria's national education policy as a critical pathway for economic development and youth empowerment. Despite formal policy commitments, access to quality technical education remains severely constrained in Niger State, particularly for female students and those in rural communities. The study employs a descriptive survey design and samples 200 students, teachers, and state education officials from eight technical colleges and vocational secondary schools across three senatorial zones. A validated questionnaire and document review guide are used, and data are analysed with descriptive statistics and regression analysis. The study draws on the Access and Equity Framework in education policy analysis. Findings reveal that policy provisions for technical education expansion have been inconsistently implemented, with limited funding, stigmatisation of vocational pathways, and gender biases acting as significant barriers to access. Schools in rural Niger State face the most acute access deficits. Recommendations include gender-targeted vocational scholarships, rural infrastructure investment, and a statewide sensitisation campaign rebranding technical education as a professional pathway in Niger State.
