Budget Deficit Management and Maintenance of Academic Standards in State Universities in the North East Zone

This study examines how state university administrators in the North East geopolitical zone of Nigeria manage persistent budget deficits while attempting to maintain academic standards. State universities in the North East, including those in Adamawa, Bauchi, Borno, Gombe, Taraba, and Yobe States, face compound funding challenges arising from dwindling state allocations, post-insurgency reconstruction costs, and high student-to-staff ratios. Understanding how these institutions navigate the tension between fiscal constraint and academic quality maintenance is essential for educational planning and policy. The study employs a qualitative multi-case design and selects four state universities across the zone for in-depth analysis. Data are gathered through semi-structured interviews with 30 senior academic administrators, budget officers, and faculty representatives, supplemented by documentary analysis of institutional budgets and academic performance records. Thematic analysis is used to process data. The study draws on the Resource Scarcity and Educational Quality Framework. Findings reveal that the most effective coping strategies include cost-sharing with community stakeholders, strategic prioritisation of academic spending, leveraging of development partner grants, and staff rationalisation. However, sustained budget deficits invariably erode academic standards, particularly in laboratory-based disciplines. Recommendations include the adoption of differentiated federal funding formulas for post-conflict state universities in the North East zone.
