Managing Transboundary Environmental Pollution from Industrial Activities in the Cross River Basin

This study examines the professional management of transboundary environmental pollution from industrial activities in the Cross River Basin, focusing on how pollution generated in Cross River and Benue States affects downstream communities in Akwa Ibom State and neighbouring Cameroon. Transboundary pollution management in river basins requires institutional frameworks that transcend national and sub-national administrative boundaries, and the Cross River Basin exemplifies the governance challenges that arise when polluting activities and their consequences occur across jurisdictional divides. The study employs a professional environmental management analysis, combining a review of the Cross River Basin Development Authority's water quality monitoring records, documentation of industrial discharge permits issued by NESREA in three upstream states, analysis of the Nigeria-Cameroon Joint Commission for the River basins mandate, and interviews with fifteen environmental managers in basin industries and eight officials from relevant regulatory agencies. Results reveal that the Cross River Basin Authority lacks the legal mandate or technical capacity to enforce pollution standards on industrial facilities whose permits are issued by state-level NESREA offices. Water quality monitoring data shows a systematic deterioration in several parameters between upstream and downstream monitoring stations consistent with cumulative industrial loading, but formal attribution of specific sources is absent. The Nigeria-Cameroon bilateral mechanisms have not addressed transboundary water quality despite the formal existence of a joint commission. Recommendations include establishing an inter-agency Cross River Basin environmental compliance committee with cross-boundary mandate and data sharing agreements with Cameroonian environmental authorities.
