Professional Environmental Management of Solid Waste in Nigerian Correctional Facilities

This study evaluates the environmental management of solid waste and sanitation in selected Nigerian Correctional Service facilities, examining the environmental conditions, management practices, and health risks associated with waste and sanitation management in a correctional institution context. Nigerian correctional facilities are often severely overcrowded, creating environmental management challenges that extend beyond those of comparable populations in free communities, particularly regarding food waste, sanitation waste, and medical waste from prison health facilities. Environmental assessments were conducted at five correctional facilities across Lagos, Abuja, Enugu, Kano, and Maiduguri, using a structured inspection protocol that assessed solid waste collection and storage systems, food waste management, general sanitation conditions, healthcare waste management practices, and drainage and stormwater management. Environmental health indicators including diarrhoeal disease incidence rates were obtained from facility health records. Results show that all five facilities operate informal open dump sites within or immediately adjacent to the facility boundary, with no formal solid waste collection arrangement in four cases. Segregation of healthcare waste from general waste is absent at three facilities, including those with medical wings. Sanitation condition scores are uniformly poor, with acute overcrowding creating per capita sanitation ratios far below Sphere humanitarian standards. Healthcare waste including sharps and pharmaceutical waste is commingled with general waste at three facilities. Diarrhoeal disease accounts for a disproportionate share of inmate health complaints. Recommendations include integrating correctional facilities into municipal solid waste collection systems and establishing medical waste segregation protocols with health officer enforcement.
