Assessment of Hotel Property Development and Management in Calabar Tourism Zone

This study assesses hotel property development patterns and management quality in the Calabar tourism zone, Cross River State, South South Nigeria. Calabar is one of Nigeria's most promoted tourism destinations, hosting the annual Calabar Carnival and a range of heritage tourism attractions, creating demand for diverse hotel accommodation that supports both leisure and business travel. The study employs a descriptive survey design, assessing fifteen hotel properties across the three-star to five-star segment within Calabar Municipal Local Government Area. Data were collected through structured questionnaires administered to hotel general managers and property owners, supplemented by physical property condition assessments and review of Cross River State Hotel Licensing Agency records. Performance metrics examined include occupancy rates, average daily rates, revenue per available room, maintenance standards, and guest satisfaction indicators. Findings indicate that hotel development in Calabar has been primarily driven by individual private investors rather than institutional developers, resulting in properties with diverse quality standards but generally adequate meeting infrastructure for the tourism events market. Occupancy rates average 61 percent across assessed properties, declining significantly outside the November-December carnival season. Revenue management practices are rudimentary in majority-owned local hotels. Maintenance standards vary widely, with the most professionally managed properties being those under franchise arrangements. Recommendations include establishing a Calabar hotel property grading system aligned with international standards, providing training subsidies for hotel management staff through the Cross River State Tourism Bureau, and developing a conference infrastructure upgrade strategy for properties competing for corporate travel.
