Professional Management of Industrial Property Estates in Ondo State

This study examines the professional management of industrial property estates in Ondo State, South West Nigeria, evaluating the operational, maintenance, leasing, and tenant management practices of industrial estate administrators and their effectiveness in sustaining occupier productivity and investment attraction. Ondo State's industrial estates, including those in Akure, Ondo, and Ore, were established to catalyse manufacturing investment and employment creation, but the condition and management effectiveness of these estates has varied considerably. The study employs a professional assessment methodology, drawing on structured interviews with 15 industrial estate managers, 30 industrial tenant companies, and 10 Ondo State Ministry of Commerce and Industry officials. Physical condition assessments of three industrial estates provide empirical baseline data on infrastructure quality. Assessment dimensions include infrastructure maintenance quality, utility provision reliability, lease administration responsiveness, tenant support services, and rent review practices. Findings reveal that infrastructure within Ondo's industrial estates has deteriorated markedly due to maintenance budget deficiencies at the state level, with roads, drainage, and electricity supply rated poor by 65 percent of tenant respondents. Lease administration is predominantly informal, with many tenants operating without documented leases beyond initial allocation letters. Tenant management services beyond basic security and waste collection are absent. Recommendations include restructuring industrial estate management under a dedicated State Enterprise Development Agency, introducing a service charge system to fund common area maintenance, and mandating professional estate management firm involvement in the operational management of all state industrial estates.
