Professional Appraisal of Contaminated Land for Redevelopment Purposes in the Niger Delta

This study examines the professional practice of valuing and managing contaminated land earmarked for redevelopment in the Niger Delta, South South Nigeria, investigating how estate surveyors assess the impact of petroleum contamination on land value, remediation cost estimation, and marketability of affected sites. Contaminated land presents a significant challenge to real estate professionals who must estimate market value and development potential for sites with subsurface pollution that may require expensive remediation before reuse. The study employs a qualitative professional practice methodology, conducting structured interviews with 20 estate surveyors with contaminated land assessment experience, 10 environmental consultants who specialise in site remediation in the Niger Delta, and 5 legal practitioners who handle contaminated land transactions and compensation claims. Interview themes covered valuation methodology adjustments for contamination, remediation cost sourcing and reliability, market perception of contaminated sites, regulatory disclosure requirements, and professional liability considerations. Findings reveal that contaminated land valuation in the Niger Delta is a nascent professional specialisation, with most practitioners acknowledging limited formal training in contamination valuation adjustments. Remediation cost estimates are sourced from environmental consultants but their reliability is difficult for valuers to independently verify. Market comparisons for contaminated land are virtually unavailable, requiring modified valuation approaches. Stigma discounts applied to post-remediation land are highly variable across practitioners. Recommendations include developing NIESV guidance notes for contaminated land appraisal, establishing a register of NIESV members with contaminated site valuation competence, and creating a formal collaboration protocol between estate surveyors and environmental engineers for Niger Delta land assessment projects.
