Professional Challenges of Condominium and Estate Development Management in Enugu State

This study examines the professional challenges encountered in the development and ongoing management of condominium and gated estate properties in Enugu State, South East Nigeria, investigating how estate managers navigate the complex legal, financial, and community governance requirements of multi-owner residential estates. Condominium and gated estate development is expanding in Enugu as middle-class housing demand grows, but the legal and management framework for multi-ownership properties in Nigeria is significantly underdeveloped relative to international standards. The study employs a qualitative professional practice design, conducting structured interviews with 15 estate development companies, 20 condominium estate managers, and 40 unit owners across 12 condominium and gated estate developments in Enugu North, Enugu South, and Nkanu West. Interview themes covered legal title structure, residents' association governance, common area management, service charge collection, reserve fund management, and dispute resolution processes. Findings reveal that the majority of Enugu condominiums lack legally structured management corporations or properly constituted residents' associations, leaving common area management dependent on developer goodwill or informal arrangements that become contentious as developer exit occurs. Service charge non-payment is a chronic problem, averaging 25 percent default at the time of study. Dispute resolution processes are largely absent, with interpersonal conflicts over estate rules and maintenance responsibilities common. Legal title documentation for individual condominium units is frequently inadequate. Recommendations include enacting an Enugu State Condominium Management Act, developing a model residents' association constitution, and creating a state-level mediator role for estate management disputes.
