Empirical Analysis of Public Housing Programme Outcomes in Port Harcourt, Rivers State

This study empirically analyses the outcomes of public housing programmes implemented in Port Harcourt, Rivers State, South South Nigeria, examining whether completed projects have achieved their affordability, occupancy, and community development objectives and what factors explain performance variation across programmes. Nigeria's public housing programmes have a long history of under-delivery and post-completion management failure, but rigorous empirical assessment of outcome variation across specific programme types and implementation conditions is limited. A mixed-methods evaluation design examines four public housing estate developments in Port Harcourt completed between 2015 and 2022, including Rivers State Housing Corporation estates and federal government housing interventions. Outcome data include occupancy rates, resident income profiles relative to target beneficiary definitions, housing condition scores from physical survey, resident satisfaction, proximity to employment centres, and maintenance expenditure records. Regression analysis and qualitative comparative case analysis examine the programme and contextual factors associated with better outcomes. Results show wide variation in occupancy outcomes, with two estates significantly below 60 percent occupancy despite strong unmet housing demand, attributable to pricing above the genuine capacity of target income groups and poor infrastructure provision at project sites. Estates with resident management committees show better maintenance outcomes. Formally documented beneficiary selection processes correlate with greater income alignment to stated programme targets. Recommendations include introducing systematic independent post-completion evaluation for all public housing programmes, establishing resident management committees as a mandatory programme component, and linking project approval to empirical affordability analysis.
