Environmental Aesthetics, Urban Design, and Public Visual Culture in Abuja

Abuja's master-planned urban environment presents a distinctive context for the analysis of environmental aesthetics and public visual culture, offering a setting where deliberate design decisions about public space, architectural style, public art, signage, and street aesthetics have been made systematically since the city's establishment. This study analyses the environmental aesthetics and public visual culture of Abuja's planned and organically developed zones, examining the relationship between urban design policy and the lived visual experience of residents. A mixed-methods design is employed, combining systematic photographic documentation of public visual culture across six urban areas with structured questionnaires administered to 200 Abuja residents on their aesthetic perceptions of urban space. In-depth interviews with 10 urban designers and 8 public art curators supplement the quantitative data. The study evaluates the aesthetic coherence of planned districts versus organically developed areas, the quality and cultural relevance of public artworks, the management of commercial signage and informal visual clutter, and residents' affective responses to Abuja's public visual environment. The theoretical framework draws on environmental aesthetics, urban design theory, and the public space literature. The study examines whether Abuja's planned visual environment has produced the culturally resonant public identity that its master planners intended, or whether it communicates imported modernist design ideologies that do not reflect Nigerian cultural aesthetics. Recent literature on African planned cities has raised this question across multiple case studies. Findings contribute to urban design scholarship and inform the Federal Capital Territory Administration's visual environment management.
