The Use of French Language in Diplomatic Communication at Nigerian Embassies in Francophone Countries

Nigeria's diplomatic missions in francophone African countries occupy a strategically significant position in West African multilateral affairs, yet the French language competence of Nigerian diplomatic staff and its adequacy for effective diplomatic communication have not been systematically investigated. This study examines the use of French language in diplomatic communication at selected Nigerian embassies in francophone West African countries, focusing on Benin Republic, Senegal, and Cote d'Ivoire. A qualitative design was used, with semi-structured interviews conducted with twelve current and former diplomatic staff who served in francophone postings, supplemented by document analysis of publicly available diplomatic correspondence and mission reports. Results reveal significant variation in French proficiency among diplomatic personnel, with formally trained language officers demonstrating strong communicative competence while political appointee ambassadors frequently relied on interpreters for substantive engagements. French language training provided by the Institute for Policy and Strategic Studies, Kuru, was assessed as insufficient in duration and communicative orientation by most respondents. Several diplomatic staff reported that language limitations had directly affected their effectiveness in multilateral ECOWAS meetings conducted in French. The study recommends mandatory pre-posting French language immersion programmes for all staff assigned to francophone missions and argues for a dedicated French language proficiency certification as a qualification for diplomatic appointments to francophone postings.
