Climate Change Adaptation Planning for Riverine Communities in Delta State

Riverine communities in Delta State occupy one of the most climate-exposed zones of Nigeria's South South geopolitical zone, where sea level rise, intensified flooding, and coastal erosion are progressively undermining the physical assets and livelihood systems of communities with limited adaptive capacity and low access to institutional support. This study develops a climate change adaptation planning framework for riverine communities in three local government areas of Delta State: Isoko South, Burutu, and Bomadi. Vulnerability assessments were conducted using the IPCC risk framework, integrating climate hazard exposure indices derived from remote sensing and hydrological modelling with social sensitivity and adaptive capacity scores from household surveys of 400 riparian households. Participatory Rural Appraisal workshops held in 15 communities generated community-led adaptation proposals that were evaluated against feasibility, cost, and co-benefit criteria. Key informant interviews with Delta State Ministry of Environment officials, Niger Delta Development Commission project managers, and local government councillors established the institutional landscape for adaptation plan implementation. Results identify Burutu LGA as the most severely exposed and least adaptive area in the study, with 74 percent of community livelihoods directly dependent on resources whose productivity is declining due to climate-driven changes. Community-identified priority adaptations include elevated construction standards, mangrove rehabilitation, sustainable aquaculture expansion, and improved early warning systems. The study presents a four-stage adaptation planning framework integrating technical, financial, and institutional requirements for implementation.
