Management of IT Service Delivery in State-Owned Television Broadcasting Companies: A Study of NTA Stations in North Central Nigeria

State-owned television broadcasting companies in Nigeria face escalating demands for digital service delivery, requiring robust IT service management frameworks that align technical operations with broadcast quality standards. This study examines IT service delivery management in Nigeria Television Authority stations across the North Central geopolitical zone, covering stations in Abuja, Lafia, Lokoja, Ilorin, Makurdi, and Minna. A qualitative approach employing semi-structured interviews with 24 IT managers and broadcast engineers was adopted to explore service delivery processes, incident management practices, change control procedures, and technology refresh cycles. The research reveals that none of the six stations had fully implemented an IT Infrastructure Library framework, with most relying on reactive maintenance models that result in frequent unplanned broadcast interruptions. Findings also document inadequate documentation of IT assets, contributing to procurement inefficiencies and maintenance delays. A content analysis of internal service reports provided by three stations revealed that average incident resolution time exceeded 48 hours, far above acceptable broadcast industry standards. The study adapts the IT Infrastructure Library service lifecycle model to the specific operational context of state broadcast media organisations and proposes a simplified IT service management implementation roadmap. Recommendations target federal government investment in IT governance capacity for public broadcast institutions.
