Information and communications technology policy implementation within Nigerian federal revenue agencies has been identified as a key lever for improving trade facilitation, revenue collection, and anti-smuggling operations. This study examines ICT policy implementation and its effect on organisational performance at the Nigeria Customs Service, Apapa Command, Lagos, South West Nigeria. A descriptive-correlational research design was adopted, with structured questionnaires administered to 140 customs officers and supervisory staff at the Apapa Port. The study assessed the extent of implementation of the Nigeria Customs Service ICT Policy Framework across five operational areas: cargo examination, valuation, tariff classification, document processing, and intelligence gathering. Findings indicate partial implementation, with electronic manifest management and the ASYCUDA++ system showing the highest adoption rates, while intelligence data sharing between commands remained largely manual. Multiple regression analysis showed that ICT policy implementation level was a significant positive predictor of officer productivity and processing time efficiency. The study identifies procurement delays, vendor lock-in, and insufficient end-user training as primary implementation constraints. Recommendations focus on policy revision to incorporate agile procurement mechanisms and mandatory ICT competency certification for customs officers.
