Nigeria's National Identity Management Commission biometric registration system represents the country's primary mechanism for establishing a unique national identification infrastructure, yet systematic evaluation of its effectiveness in achieving coverage, accuracy, and integration objectives remains limited. This study evaluates the effectiveness of the National Identity Management Commission's biometric registration system across three dimensions: population coverage, data quality and accuracy, and system integration with other national databases. A mixed-methods approach combined secondary data analysis of National Identity Management Commission registration statistics disaggregated by state and demographic group with structured interviews involving 20 system administrators and enrolment officers from six geopolitical zones. Coverage analysis reveals significant disparities, with North East and North West states averaging 34 percent adult registration rates compared to 62 percent in South West states. Biometric data quality audits at three enrolment centres identified a 7.4 percent fingerprint capture failure rate attributable to poor sensor maintenance and inadequate lighting conditions. Integration with the Bank Verification Number database and the National Population Commission's birth registration system is partial and inconsistently implemented. The study proposes an Effectiveness Evaluation Framework for national biometric systems applicable to African contexts and recommends targeted enrolment drives in underregistered geopolitical zones.
