Evaluation of Reference Services in Special Libraries in the Federal Capital Territory

📖 ABSTRACT/OVERVIEW

This study evaluated the quality and effectiveness of reference services in selected special libraries within the Federal Capital Territory, Abuja. Special library reference services must be highly responsive, subject-specific, and aligned with the strategic information needs of the parent organisation. A descriptive survey design was adopted, and data were gathered from reference librarians and user populations in ten special libraries, including government ministry libraries, research institute libraries, and corporate information centres, through structured questionnaires and service use observation. The study found that reference enquiry response times varied considerably, with government ministry libraries performing least well due to bureaucratic communication constraints. Digital reference services such as email enquiry were offered by only four of the ten libraries, and none offered live chat reference. User satisfaction was higher in research institute libraries where subject-specialist librarians were employed. The study recommended the introduction of digital reference channels, the appointment of subject-specialist librarians in ministry libraries, and the development of service quality standards for special library reference provision.
