Examining the Implementation Effectiveness of Health Management Information Systems in Primary Healthcare Facilities Across Plateau State, North Central Nigeria

Health management information systems are critical for data-driven primary healthcare management, and their implementation effectiveness in North Central Nigeria, where health infrastructure varies significantly between urban and rural settings, requires systematic analytical investigation. This study examines the implementation effectiveness of HMIS across primary healthcare facilities in Plateau State, using the DeLone and McLean IS Success Model as an analytical framework. A cross-sectional analytical survey was applied to 280 health workers and HMIS data officers across 40 PHCs in Jos, Barkin Ladi, and Shendam local government areas, selected through stratified cluster sampling. Questionnaire variables measured system quality, information quality, service quality, use intensity, user satisfaction, and net health information benefits. Structural equation modelling in AMOS tested the IS Success Model path relationships in the Plateau State PHC context, including context-specific moderators of conflict-related disruption and power supply reliability. Available HMIS effectiveness literature from North Central Nigeria identifies data entry completeness and timeliness as the indicators most predictive of net health benefits, with electricity unreliability the strongest negative moderator. The IS Success Model and Health Information Systems Framework by Lippeveld provide the analytical basis. Findings confirm that information quality mediates the system quality-net benefits relationship, while power supply reliability significantly moderates the use intensity-satisfaction link. The study fills a moderated SEM gap in HMIS effectiveness research for Nigerian PHC contexts. Recommendations address solar power integration and HMIS super-user designation at PHC level.
